Send missiles to Syria, Russia Mandatory Notify Turkey

Russia has promised to deliver S-300 missiles to Syria as a means of defense, but Russia must notify Turkey 15 days before they distribute the weapons. Obligations that are listed in the Montreux Straits Convention signed in 1936.
